Home Loan Refinancing: Have MAS Rulings Confused Some Banks ...

If you?ve just tried to refinance your home loan, you may be feeling confused. Different banks may have given different answers to your refinancing questions. It?s not their fault: The recent MAS rulings have gotten the banks puzzled. In this article, we?ll examine the point of contention: How is the maximum loan tenure calculated when refinancing home loans? Disclaimer: This article is based on the current situation as of October 2012.

A Review of the MAS Ruling

For those of you who missed it, we examined the new ruling in a previous?article. This is a quick recap:

For Singapore home loans, there is now:

(1) A maximum loan tenure of 35 years.

(2) a 65 year old retirement age limit, and

(3) a penalty for loan packages stretching between 31 to 35 years

All 3 conditions apply to new home purchases while only restriction (1) applies to refinancing cases. Breaking any one of the applicable restrictions will result in a lower loan percentage (if it?s your first home loan, instead of an 80% loan, it will be reduced to 60%; if you have an existing home loan, instead of 60%, it will be reduced to 40%). This is a further breakdown of the restrictions:

(1) 35 Year Cap on Home Loans (Applies to Refinancing)

No home loan can exceed 35 years. This is a non-negotiable cap on all loan packages.?This also applies to refinancing.

Example: Say you took up a 40 year loan package from Bank A, and have been servicing it for 7 years. When you refinance into Bank B, the new maximum tenure for your new loan package is not 33 years but rather, 28 years (35 minus 7). Remember that for refinancing, you can cross the 65 year retirement age limit or the 30 year loan tenure limit without incurring any penalty. Banks however will still set a ?max age? that you can service the loan till (typically 70 or 75 years of age).

(2) 65 Year Old Retirement Age Limit (Does NOT Apply to Refinancing)

If the borrower would be older than 65 when the loan ends, the bank can only finance 60% of the home?s cost.

If the borrower would be older than 65?and?has an outstanding home loan, the bank can only finance 40% of the home?s cost.

This only applies to new home loans, and not refinancing cases.

Example: Say you are 60 years old, are currently servicing another home loan, and wish to purchase your second property for investment purposes. The maximum loan tenure any bank will grant you to obtain a 60% loan-to-value is 5 years (65 minus 60). Should you choose to take a longer loan period, the loan-to-value will be reduced to 40%. Again, banks have a maximum age limit of 70 or 75 years which means, the longest you can stretch you loan is 15 years (75 minus 60). In this case, taking a 15 year loan tenure (absolute maximum) will result in an loan-to-value of 40%.

(3) 30 Year Limit on Loan Tenure (Does NOT Apply to Refinancing)

If the loan tenure is between 31 to 35 years,?regardless of the borrower?s age, the bank can only finance 60% of the home?s cost.

If the loan tenure is between 31 to 35 years, and there is an outstanding home loan, the bank can only finance 40% of the home?s cost. Again, this is regardless of the borrower?s age.

This only applies to new home loans, and not refinancing cases.

Simple Enough?

So far new home purchases have been pretty straight forward. The same cannot be said for refinancing cases. Check out our real-life case studies below, where things start to get messy and confusing. In the following example, different banks will give you two different interpretations of the rulings for refinancing:

Banks have been interpreting the new MAS ruling differently for refinancing cases.

Refinancing Interpretation 1

Let?s say I took a home loan 2 years ago, before the ruling came into effect.

I was ?48 years old, and took a home loan with Bank A. MAS?s age restriction didn?t exist back then, and Bank A had an age limit of 75 years.

As such, I could choose a maximum loan tenure of 27 years (75 minus 48).

Fast forward to today, and I have been paying Bank A?s loan for 2 years (hence my remaining loan tenure is 25 years). Now I want to refinance into Bank B to enjoy better interest rates, which has a 70 year age limit.

Question: If I refinance into Bank B, what is the maximum loan tenure I can get?

2012 Calendar

All home loans now have a maximum tenure of 35 years. This also affects refinancing.

?

Answer: In most cases, Bank B would calculate it as 70 (maximum age limit) minus 50 (my current age), to get a maximum loan tenure of 20 years.

The new rulings don?t have any relevance to my refinancing.

Yes, I may have crossed the age limit. But the age limit only applies to new loans, not refinancing cases. And even including the 2 years I spent with Bank A, the total loan tenure would be 22 years (20 plus 2), which is well within the 35 year cap.

For the majority of banks, this is the method used. At MoneySmart, we also think this makes sense. However, a minority of banks will give you another answer:

Refinancing Interpretation 2

As before, say I take a home loan from Bank A (at age 48), and service it for 2 years. Then I try to refinance into Bank B, expecting to get a maximum loan tenure of 20 years.

But if Bank B is?amongst?a minority of banks, they may prevent me from taking a 20 year loan. They would argue that my maximum loan tenure should be 18 years. The interpretation is as follows:

70 years (age limit) minus 50 years (my current age) = 20 years. However, I have previously serviced a loan with Bank A for 2 years. These 2 years have to be deducted from my new loan package, giving me a maximum loan tenure of 18 years.

We?ll have to wait for the banks to put the pieces together!

These banks interpret the new MAS rulings as ?what loan tenure you qualify for less the years already spent servicing it?. But as you can see from our summary of the rulings, this doesn?t make sense.?Maximum tenure of 20 years would be well within the new ruling?s 35 year limit, and age is not a factor at all. The client in this case is also not extending his loan tenure (in fact the loan tenure is already being cut from 25 years (original remaining loan tenure) to 20 years (should the loan be refinanced). Should the government be afraid of such a property-owner profile and deem such cases as ?over-leveraging?? Obviously not.

We have made repeated calls to every bank, and it?s a minority that interpret the new rulings this way. When pressed, these banks will only state they are ?awaiting clarification? from MAS. Based on that response, we believe that some banks are confused about restriction (3) ? the 35 year limit.

But I Need to Refinance!

In summary, if you?re trying to refinance your home loan, don?t be surprised if you come across different banks giving you different maximum loan tenures. You can either choose to wait till the banks receive clarification and sort it out, or visit loan comparison sites like SmartLoans.sg, where a mortgage specialist can sort this out for you and determine your best refinancing options.

(AP) ? Two days after superstorm Sandy brought New York to a standstill, residents itching to get back to work and their old lives noticed small signs that the city might be getting back to ? well, not quite normal.

Morning rush-hour traffic appeared thicker than on an ordinary day as people started to return to work in a New York without functioning subways. Cars were bumper to bumper on several major highways.

Mayor Michael Bloomberg rang the bell at the New York Stock Exchange Wednesday morning, reopening it after a rare two-day closure.

Perhaps most promising, though, was the people waiting at bus stops ? a sign that mass transit was trying to resume even as the subway system and some vehicle tunnels remained crippled by Sandy's record storm surge.

Rosa Diaz, a 58-year-old diabetic, waited for a bus to take her to the Bronx so she could she could keep an appointment with her endocrinologist. She lives in the Flushing section of Queens but is staying with her mother, who lives in a senior residence in Manhattan's Chelsea neighborhood ? with no power.

"It's horrible," she said. "Thank God, I bought gallons and gallons of water to drink and to wash with."

Even though workaday life was slowly returning, there was little false hope.

"Clearly, the challenges our city faces in the coming days are enormous," Bloomberg said Tuesday as officials warned that power might not be back until the weekend for hundreds of thousands of people accustomed to their cosmopolitan lives.

While some bus service resumed and some bridges reopened, transit officials said they couldn't predict when the subway would run again after suffering the worst damage in its 108-year history.

The storm's deadly impact grew grimly clearer as the worst of it moved off: The death toll rose to 22 in the city, including two people who drowned in a home and one who was in bed when a tree fell on an apartment. A fire destroyed as many as 100 houses in a flooded beachfront neighborhood in Queens, while firefighters used boats to rescue people in chest-high water.

For the 8 million people who live here, the city was a different place one day after being battered by the megastorm ? a combination of Hurricane Sandy, a wintry storm and a blast of arctic air.

Schools were shut for a second day and were closed Wednesday, too. And people inside and outside the city scrambled to find ways to get to work.

In lower Manhattan where power was out, traffic streamed off the Brooklyn Bridge but slowed as it approached downtown. There were few signs that traffic was being directed by police through intersections with darkened stoplights.

Buses have resumed partial service and are free, for now. And the city has modified taxi rules and encouraged drivers to pick up more than one passenger at a time.

Jeff Storey, of Goshen in the Hudson Valley north of the city, is a regular on the Metro-North Railroad and has been forced to work from home this week. He may have to switch to a bus until commuter rail service is running again, he told the Times-Herald Record of Middletown.

For Jill Meltz, a 45-year-old resident of the Upper West Side who works in advertising, Wednesday was the first day she felt good about going out. But it wasn't quite business as usual.

"It'll be back to normal when Starbucks opens," she said, glancing at a still-dark coffee shop.

Faced with the prospect of days without power and swaths of the city plunged into darkness at night, police brought in banks of lights and boosted patrols to reassure victims of a monster storm that they won't be victims of crime.

Some prominent galleries in Manhattan's Chelsea neighborhood hired private security and apartment building superintendents suddenly became guards. In Coney Island, about 100 police officers stood on corners or cruised in cars to guard a strip of vandalized stores and a damaged bank, to the relief of shaken residents.

"We're feeling OK, but at first we felt worried," 12-year-old Oleg Kharitmov said Tuesday as he walked his dog with his parents by the bank. "I'm pretty happy that the cops are here."

There was little sign of a crime wave, although police made multiple arrests in the city Monday and Tuesday, officials said. Charges included burglary, criminal mischief and trespassing. In one incident, three men were arrested on burglary charges after they struck a Radio Shack in Rockaway Beach, Queens, on Tuesday morning.

As night fell, nerves frayed.

Yvique Bastien waited outside an apartment complex with her two sons, her daughter, 4-month old grandchild and a pushcart full of supplies, hoping to get a ride to a relative's home from a member of her church. With the power out, it wasn't safe to stay, she said.

"We don't know what can happen to us," she said.

Bloomberg promised "a very heavy police presence" in the darkened neighborhoods, which include much of Manhattan south of the Empire State Building, from the East River to the Hudson River. Even outside the blackout areas, police deployed vans and patrol cars with their roof lights on, along with officers on the streets in a robust show of force.

Problems with high-voltage systems caused by the storm forced the utility to cut power Tuesday night to about 160,000 additional customers in Brooklyn and Staten Island.

Consolidated Edison, the power company, estimated it would be days before the last of the hundreds of thousands of customers in Manhattan and Brooklyn who lost power have electricity again. For the Bronx, Queens, Staten Island and Westchester County, with even more outages, it could take a week.

Nation's oldest nuclear plant on alert

WASHINGTON (AP) ? The nation's oldest nuclear power plant is on alert after waters from a colossal storm reached high levels.

Oyster Creek in Lacey Township, N.J., was already offline for regular maintenance before Sandy, a superstorm downgraded Monday night from a hurricane, slammed the East Coast.

The Nuclear Regulatory Commission says an "unusual event" was declared around 7 p.m. when water reached a high level. The situation was upgraded less than two hours later to an "alert," the second-lowest in a four-tiered warning system.

Federal officials say all nuclear plants are still in safe condition. They say water levels near Oyster Creek, which is along the Atlantic Ocean, will likely recede within a few hours.

Oyster Creek went online in 1969 and provides 9 percent of New Jersey's electricity.

The shells are up to 8 inches (20 centimeters) long and in the zone with the highest fossil turtle concentration, the skeletons are packed at a density of up to 36 turtles per square meter (11 square feet), the researchers said.

"This site has probably more than doubled the known number of individual turtles from the Jurassic," said Walter Joyce, a fossil turtle specialist at the University of T?bingen in Germany. The large sample?gives researchers a rare chance to study variation among individuals in a single prehistoric species.

"We know from living organisms that individuals of some species look very similar, whereas individuals of other species show a lot of variation," Joyce wrote in an email to LiveScience. "As a paleontologist, it is therefore always difficult to assess if your fossil looks different from others because it is a new species, or because it is part of an already known, but variable species. With data from the new site we will finally be able to more rigorously assess patterns of diversity of turtles in the Jurassic of Asia."

The research appears in the October edition of the German journal Naturwissenschaften.

FDNY officials said the fire at Breezy Point was reported at about 11 p.m. ET on Monday in a Zone A area, which the New York City Office of Emergency Management declared to be the highest risk of flooding from Superstorm Sandy?s storm surge.

FDNY spokesperson Michael Parrella told NBC News that nearly 200 firefighters were on the scene by 5 a.m. Tuesday, battling high winds that made the flames difficult to knock down.

With chest-high water from the storm filling the street, firefighters had to use a boat to make rescues, the Associated Press reported. Fire department officials said about 25 people were trapped in the upstairs unit of one apartment, and the two-story home next door was ablaze and setting fire to the apartment?s roof. Firefighters climbed an awning to rescue the trapped people and took them downstairs to a boat in the street.

Parrella said the six-alarm blaze was largely contained Tuesday morning after the fire ravaged through several blocks and destroyed 50 homes, but there were pockets still smoldering. City officials said it appeared most of the area was evacuated prior to the fire, and no serious injuries have been reported, NBCNewYork.com reported.

About 170 firefighters were called to the scene in Breezy Point, Queens, where at least 50 homes have caught fire. MSNBC's Chris Jansing reports.

One firefighter sustained minor injuries and was transported to an area hospital, Parrella said.

The cause of the fire was not immediately known, Parrella said, and weather was still a factor.

The Breezy Point neighborhood, which functions mainly as a summer get-away for many residents of New York, sits on the western end of the Rockaway peninsula, jutting into the Atlantic Ocean. The small, coastal area contains about 3,500 homes.

A group of researchers in Israel, the United States and other nations have made important advances in the rapidly-expanding field of "regenerative medicine," outlining for the first time connections in genetic regulation that normally prevent birth defects in heart and facial muscles.

"The Nobel Prize this year was awarded to people who discovered how to make stem cells from adult biopsies."

Patient-derived stem cells can in principle be turned into any needed cell type, Kioussi said. The key is understanding the exact regulatory process than tells cells what type they are supposed to turn into, she said, such as a cell on the outside of the left ventricle of the heart.

"Once we understand these genetic controls in sufficient detail, we can not only turn a skin cell into a stem cell, but also turn that stem cell into the type needed for the patient to recover," Kioussi said. "We may eventually be able to grow replacement organs from the patient's cells."

In this study, researchers identified four specific "transcription factor" genes that control processes related to heart and head muscle formation. When there are defects in this process, the result can be death or a range of debilitating problems, from cleft palate to facial malformations and defective heart valves.

"There are about 20,000 genes in the human genome, but only 2,000 of the genes describe transcription factors," Kioussi said. "These transcription factors control the output of genes, the genetic machinery. They collectively determine which of the 20,000 possible molecular machines is actually deployed in each particular cell type."

Scientists have found that these transcription factors don't work alone to define cell types in mammalian development ? they function in small, self-stabilizing combinations of at least two or three.

The process moves rapidly after conception, and within one month most of the cells in the body "know" their cell type, based on the precise combination of transcription factors produced within them. When researchers understand how these stable transcription factor combinations get generated, they will know how to artificially generate these combinations in stem cells to convert them into the needed cell types.

Mammalian embryonic development is a process of self construction, a series of transitions of "temporary" cell types on the way to adult cell types. A fertilized egg is essentially a stem cell with the potential to become any other cell type. At each intermediate stage, the "temporary" cell types become more restricted in what they can become, until they ultimately achieve and maintain the adult type.

"In this work and in regenerative medicine, we care a great deal about all of these steps of cell differentiation," Kioussi said. "If you know all the steps it takes to get from here to there, you can identify what went wrong and find ways to fix it. This is being done already with some disease problems, and this work will move us closer to being able to repair heart and craniofacial defects."

The task is complex, Kioussi said, but very possible. Although there are 100 trillion cells in the human body, there are only about 100 adult cell types. Understanding and influencing the genetic specification of those cell types is possible and will probably revolutionize the treatment of many defects and diseases, Kioussi said.

This work was supported by the European Research Council, the Israel Science Foundation, the U.S. National Institutes of Health, and other agencies. The lead author was Eldad Tzahor at the Weizman Institute of Science in Israel, and other collaborators were from universities and agencies in the United Kingdom, India and Spain.

The study was conducted by researchers at the Kennedy Krieger Institute, the Johns Hopkins University School of Medicine, the Johns Hopkins Bloomberg School of Public Health, and the Aging Brain Center at the Institute for Aging Research and Hebrew SeniorLife at Harvard Medical School.

The study sought to learn more about the patterns of development during the first three years of life in children with and without ASD to better understand how ASD can be detected as early as possible. It is the first prospective study to examine early-onset ASD (by 14 months) and later-onset ASD (after 14 months) over the first three years, pinpointing where development looks the same and where it diverges.

ASD comprises a group of disorders of brain development that affects about 1 in 88 American children.

Researchers looked at 235 primarily White children with and without an older sibling with autism, testing them at regular intervals from ages 6 to 36 months. Using standardized and play-based assessments, they tested children's fine motor skills, understanding of spoken language, and spoken language production skills. They also measured how often the children shared their emotions and initiated communication with others.

The study looked at early development across three groups: children without ASD, children with ASD who were identified by 14 months, and children with ASD identified after 14 months. At 6 months, development within the early- and later-identified ASD groups was comparable to each other and to the non-ASD group. At 14 and 18 months, the early-identified ASD group performed below the later-identified ASD group in many aspects of development. By 24 to 36 months, the two groups showed similar levels of development.

"Results show that ASD has a preclinical phase when detecting it may be difficult," explains Rebecca Landa, director of the Kennedy Krieger Institute's Center for Autism and Related Disorders and the study's lead author. "In some children with ASD, early signs of developmental disruption may not be ASD-specific.

"Routinely administering general developmental screeners, such as the Ages and Stages Questionnaire, should begin in infancy, complemented by ASD-specific screeners by 14 months," suggests Landa. "Screening should be repeated through early childhood. If concerning signs of delay associated with ASD are observed in a child who scores normally on standardized tests, further assessment is warranted."

Social animals usually congregate for protection or mating or to capture bigger prey, but a University of California, Berkeley, biologist has found that the terrestrial hermit crab has a more self-serving social agenda: to kick another crab out of its shell and move into a larger home.

When three or more terrestrial hermit crabs congregate, they quickly attract dozens of others eager to trade up. They typically form a conga line, smallest to largest, each holding onto the crab in front of it, and, once a hapless crab is wrenched from its shell, simultaneously move into larger shells.

"The one that gets yanked out of its shell is often left with the smallest shell, which it can't really protect itself with," said Laidre, who is in the Department of Integrative Biology. "Then it's liable to be eaten by anything. For hermit crabs, it's really their sociality that drives predation."

Laidre says the crabs' unusual behavior is a rare example of how evolving to take advantage of a specialized niche ? in this case, land versus ocean ? led to an unexpected byproduct: socialization in a typically solitary animal.

"No matter how exactly the hermit tenants modify their shellters, they exemplify an important, if obvious, evolutionary truth: living things have been altering and remodeling their surroundings throughout the history of life," wrote UC Davis evolutionary biologist Geerat J. Vermeij in a commentary in the same journal. For decades, Vermeij has studied how animals' behavior affects their own evolution ? what biologists term "niche construction" ? as opposed to the well-known Darwinian idea that the environment affects evolution through natural selection.

"Organisms are not just passive pawns subjected to the selective whims of enemies and allies, but active participants in creating and modifying their internal as well as their external conditions of life," Vermeij concluded.

Laidre conducted his studies on the Pacific shore of Costa Rica, where the hermit crab Coenobita compressus can be found by the millions along tropical beaches. He tethered individual crabs, the largest about three inches long, to a post and monitored the free-for-all that typically appeared within 10-15 minutes.

Most of the 800 or so species of hermit crab live in the ocean, where empty snail shells are common because of the prevalence of predators like shell-crushing crabs with wrench-like pincers, snail-eating puffer fish and stomatopods, which have the fastest and most destructive punch of any predator.

On land, however, the only shells available come from marine snails tossed ashore by waves. Their rarity and the fact that few land predators can break open these shells to get at the hermit crab may have led the crabs to remodel the shells to make them lighter and more spacious, Laidre said.

The importance of remodeled shells became evident after an experiment in which he pulled crabs from their homes and instead offered them newly vacated snail shells. None survived. Apparently, he said, only the smallest hermit crabs take advantage of new shells, since only the small hermit crabs can fit inside the unremodeled shells. Even if a crab can fit inside the shell, it still must expend time and energy to hollow it out, and this is something hermit crabs of all sizes would prefer to avoid if possible.

Ukraine?s Prime Minister Mykola Azarov and Eni CEO Paolo Scaroni met in Kiev to discuss Eni?s activities in the country.

During the meeting, which was cordial and constructive, Eni?s CEO shared with the Prime Minister the developments of the company?s ongoing activities in Ukraine, affirming Eni?s positive vision of the exploration potential that the country presents in the unconventional gas. Additionally, Paolo Scaroni shared with the Prime Minister the outlook of the progressive strengthening of Eni?s presence in Ukarine, where Eni has laid the groundwork for consolidation of its future activities.

Eni, which has been present in Ukraine since 2011, signed an agreement in June with the state company Ukrainian National Joint Stock Company Nak Nadra Ukrayny and with Cadogan Petroleum Plc for the acquisition of 50.01% and the operatorship of the Ukrainian company LLC WSTGASINVEST, which holds the rights over nine blocks for the exploration and development of unconventional gas (shale gas) in the Lviv basin, in the west of the country near the border with Poland. The Lviv basin is considered to be one of the areas with the highest potential in Europe for the exploration of unconventional gas.

Eni holds interests in two exploration and development licenses in the country, Zagoryanska and Pokroskoe, located in the Dnieper-Doneyz basin.

Residents tell why they defied evacuation edict

The couple decided to stay despite Mayor Michael Bloomberg's mandatory evacuation order because they didn't want to cram into someone else's home with their 5-year-old dog, Kallon.

While large swathes of New York City were under mandatory evacuation orders Monday ? a fact that police cars and vans with speakers loudly blared throughout the morning ? many residents elected to defy the edict and hunker down in their homes.

Annie Chambliss and Laz Benitez took their dog, Kallon, on one last pre-storm walk at midmorning before taping up their windows and holing up inside their lower Manhattan apartment overlooking the Hudson River. A block away, parents Claire Wladis and Nicholas Rennie did the same with their 21-month-old daughter, Iliana, in their 15th-floor flat.

"We sort of decided it would probably be safer just to stay where we are," said Wladis, 34, a university math professor, noting that her relatives lived in other states that were expected to fare even worse during the storm. "We are not that high up and there's an internal hallway, so we figured if the winds got strong we'd just pull a mattress out there and camp out."

The couple decided to stay in their lower Manhattan apartment despite Mayor Michael Bloomberg's mandatory evacuation order, saying they felt safer there than anywhere else.

Despite an evacuation order issued Sunday by the city's Mayor Michael Bloomberg, which covered some 375,000 people living in low-lying areas, it was clear Monday that many residents decided to stay put and take their chances when Hurricane Sandy reached shore.

The neighborhood where the families NBC News interviewed live was quiet on Monday, but neither was it a ghost town. Some people walked their dogs or jogged, while others stood at the waterfront watching the river rise. Many nearby businesses were boarded up, however, and many had sandbags piled up around their entrances.

Only 3,000 people?had sought refuge in city emergency shelters, Bloomberg said Monday at a late-morning briefing, though many others were likely staying at hotels or with friends or family..

Wladis and Rennie said having a young child figured into their decision-making.

Iliana Rennie lays in her bed tent, which her parents placed inside a closet for protection in case an apartment window breaks during the storm.

The couple moved a small, cozy sleep tent for Iliana into a walk-in closet, away from the apartment windows facing the river, which was lapping over walkways amid a constant drizzle and powerful wind gusts.

"I actually feel safer being able to go into internal hallways ... than say being in a shelter where she's maybe not sleeping and I'm chasing her around," said Rennie, a 45-year old literature professor, as Iliana crawled and ran around an apartment building lobby.

Of Iliana's bed tent, he said: "She loved it. She didn't want to leave this morning."

The couple figured they were well-prepared for what could be a lengthy stay inside: They stocked up on five days? worth of nonperishable foods, bought a tarp, flashlights and candles, filled up the bathtub with water, moved computers and other valuable objects away from the windows, and charged their laptops and computer tablets. And they had? sleeping bags ready in case they lose power.?

They also had wet pads and food for their 12-year-old black Pomeranian, Little Bit, and plenty of toys and books for Iliana. They said they planned on letting Iliana play ball with Little Bit in the hallway and turning to real-life books to occupy their time if they lose all electricity.

"I think if this was much worse, we would definitely have seriously considered going to a shelter or to somebody else's (place)," Wladis said, adding she felt the biggest risks were more likely to be "inconvenience, as long as you stay inside and don't go wandering off in the storm."

Chambliss, 31, and Benitez, 41, made similar preparations for their 9th-floor apartment,?but also bought thick foam and duct tape to cover their lone window. Though they had many offers to stay with friends in other parts of the city, cramming into a? small apartment wasn?t an appealing prospect,? especially with a dog.

"When we evacuated last time (for last year's Hurricane Irene), it actually was worse off where we evacuated to," said Chambliss, who works in web communications, as she walked Kallon along the riverfront.?"We'll probably be stranded wherever we are for a long time. We figured we'd rather be stuck in our own home."

The couple did expect to lose power, and had fully charged all of their electronic gadgets. They also stocked up pans and pots in case of any water leaks, since they are on the top floor in their building.

"We're not being reckless. We're being very cautious," said Benitez, a public-relations worker, while monitoring a TV broadcast for updates on the storm. "We feel much safer here actually."

Early Monday, police vans and cars drove through the evacuation zone broadcasting warnings. ?"Please leave," said one message, while another warned that those who stayed were committing a ?Class D misdemeanor.?

A possible citation notwithstanding, the Wladis-Rennie family said they intended to make the most of the experience of riding out a hurricane.

"As long as it doesn't feel dangerous, it's kind of fun and festive," Wladis said as they headed back to their building after learning it would soon be locked down until the storm has abated. "Once the storm actually comes in, I'm sure we'll feel differently.?
