Snowstorm hits Northeast, parts of Ohio

NEW YORK (AP) ? A widespread winter storm dumped snow over the Northeast and parts of Ohio on Saturday, just days after the regions were hit by another storm moving from the nation's midsection.

The National Weather Service expected up to a foot of snow in parts of southern New England, with the heaviest snowfall possibly in Providence, R.I., and Boston, which declared parking bans to allow snow removal vehicles to clean the streets. Winter storm warnings were in effect in parts of those states and in Connecticut.

New York City and Philadelphia saw a mix of rain and snow as the storm moved in from the west. In Ohio, Dayton, Columbus and Cincinnati saw about 2 to 5 inches of snow by Saturday afternoon, the National Weather Service said.

"Expect those accumulations to kind of work their way northeastward through much of New York state and much of New England," weather service meteorologist Brian Hurley said.

Drivers throughout the regions were warned to be cautious. Officials lowered the speed limit on much of the Pennsylvania Turnpike, about 300 miles from the Ohio state line to east-central Pennsylvania, from 65 mph to 45 mph.

About 20 vehicles piled up in a storm-related chain-reaction crash on Interstate 93 in New Hampton, N.H., police said, and five people were injured.

In Albany, N.Y., a regional jet skidded into a snow bank at the airport and became stuck, temporarily stranding passengers en route to Chicago. The 66 passengers and four crew members aboard the GoJet Airlines flight, operating as United Express, were put on a bus and sent back to the airport. There were no injuries, and the incident didn't cause any other flight delays, airport authority spokesman Doug Myers said.

Flights at Philadelphia's airport, mostly arrivals, were delayed about an hour, spokeswoman Stacy Jackson said.

Parts of southern Indiana saw 6 to 8 inches of snow from the storm, some in areas that had received more than a foot from a blizzard earlier in the week.

That blizzard was part of a storm system that dumped more than a foot of snow in some places and has been blamed for at least 16 deaths. It also spawned more than a dozen tornadoes in Alabama, the National Weather Service said.

But Saturday's snow wasn't as heavy as that of the previous storm, the weather service said.

Florida State Seminoles? Bjoern Werner handles his growing celebrity

Few players in the history of Florida State University have captured the hearts and imaginations of Seminoles fans quite like junior defensive end Bjoern Werner.

In just three years the German-born pass-rusher has gone from a highly touted recruit to one of the top NFL prospects in the country.

Werner (pronounced Ver-nurr), has been the subject of memes, has been dubbed ?Von Striker? (complete with an explosive sound-effects package) by Tallahassee sports-talk radio and even has his face plastered along the side of the bus that Florida State is riding around Fort Lauderdale in the days leading up to the Orange Bowl.

In America, specifically in Tallahassee, Werner is something of a pseudo-celebrity. But in his native Germany, Werner still feels he has plenty to accomplish.

?Aside from the 100,000 football players in Germany, nobody knows me,? joked Werner, his accent still plainly noticeable. ?So when I go back I can have some time off.?

That may not be the case for long, though. Werner finished the regular season leading the Atlantic Coast Conference and tied for second in the nation with 13 sacks, including an eye-popping 3.5-sack performance in the Seminoles? regular-season finale against Florida. In three years (two as a starter) he has compiled 23.5 sacks.

Werner is currently rated the top defensive end prospect in 2013 NFL Draft should he opt to leave school early. He has received numerous postseason accolades.

?Getting these honors is just amazing,? Werner mused. ?Especially where I come from ? I?m a German All-American. How awesome is that? I?m just proud to represent my family and my name and all the German football players with that honor.?

NFL dream

Werner has always dreamed of being in the NFL, since he took up football as a young man he has envisioned himself walking across the stage at Radio City Music Hall and posing for a picture with the commissioner, NFL jersey in hand.

That dream may not be far from coming to fruition, but so far Werner has been mum on his future plans. While conventional wisdom says he?s likely to turn pro, Werner (6-4, 255 pounds) is quick to remind reporters that no matter what he?s thinking today, he can always change his mind.

?I made up my mind, but I don?t want to tell you guys until after the [Orange Bowl] because I want to focus on the bowl game,? Werner said last week. ?... I can change my mind [the] last day. You never want to tell stuff too early.

?Brandon Jenkins last year, I was positive he was going [pro]. The last day Coach Fisher talked to his family, talked about the positives, negatives and he changed his mind. I want to wait until I really know I can make the decision.?

Cautionary tale

Of course, the case of Brandon Jenkins could be what ultimately pushes Werner to forgo his senior year. After turning down a chance to be an early-round pick last year, Jenkins sustained a Lisfranc fracture during the first game of the 2012 season and missed the entire year.

As if that wasn?t enough to scare a guy into taking the money now, Jenkins? replacement Tank Carradine potentially lost first-round money himself when he tore his ACL against UF.

Regardless of when Werner decides to go pro though, his goals do not merely end with making an NFL debut. Coming from Berlin, Werner is keenly aware of the challenges facing German football players trying to make it to the NFL.

?Going that way is so hard, you need people to give you opportunities,? said Werner. ?On my way to this point, so many people in my life have opened doors for me, given me opportunities and I took it. Hopefully I have a nice NFL career and my name is so big that I can start opening the pipeline, hopefully I can give back.?

Forget fiscal cliff: Debt ceiling is much scarier

Investors fearing a stock market plunge if the U.S. tumbles off the "fiscal cliff" next week may want to relax.

But they should be scared if a few weeks later Washington fails to reach a deal to raise the nation's debt ceiling as that threatens a default, another credit downgrade and a financial markets panic.

Market strategists say that falling off the cliff for any lengthy period -- which would lead to automatic tax hikes and stiff cuts in government spending?--?would badly dent both consumer and business confidence, but?it would take some time for the U.S. economy to slide into recession. In the meantime, there would be plenty of chances for lawmakers to make amends by reversing some of the effects.

That has been reflected in a U.S. stock market that has still not shown signs of melting down. Instead, it has drifted lower and gotten more volatile.

In some ways, that has let Washington off the hook. In the past, a plunge in stock prices forced the hand of Congress, such as in the middle of the financial crisis in 2008.

"If this thing continues for a bit longer and the result is you get a U.S. debt downgrade ... the risk is not that you lose two and half percent, the risk is that you lose ten and a half," said Jonathan Golub, chief U.S. equity strategist at UBS Equity Research in New York.

U.S. Treasury Secretary Tim Geithner said earlier?this??week that the United States will technically reach its debt limit at the end of the year.

'Tremendous fight'
The White House has said it will not negotiate the debt ceiling as in 2011, when the fight over what was once a procedural matter preceded the first-ever downgrade of the U.S. credit rating, but it may be forced into such a battle again. A repeat of that war is most worrisome for markets.

Markets posted several days of sharp losses in the period surrounding the debt ceiling fight in 2011. Even after a bill to increase the ceiling passed, stocks plunged in what was seen as a vote of no confidence in Washington's ability to function, given how close lawmakers came to a default.

Credit ratings agency Standard & Poor's lowered the U.S. sovereign rating to double-A-plus, citing Washington's legislative problems as one reason for the downgrade. The benchmark S&P 500 dropped 16 percent in a four-week period ending Aug. 21, 2011.

"I think there will be a tremendous fight between Democrats and Republicans about the debt ceiling," said Jon Najarian, a co-founder of online brokerage TradeMonster.com in Chicago.

"I think that is the biggest risk to the downside in January for the market and the U.S. economy."

There are some signs in the options market that investors are starting to eye the January period with more wariness. The CBOE Volatility Index, or the VIX, the market's favored anxiety indicator, has remained at relatively low levels throughout this process, though on Thursday it edged above 20 for the first time since July.

More notable is the action in VIX futures markets, which shows a sharper increase in expected volatility in January than in later-dated contracts. January VIX futures are up nearly 23 percent in the last seven trading days, compared with a 13 percent increase in March futures and an 8 percent increase in May futures. That's a sign of increasing near-term worry among market participants.

Consumers don't appear at all traumatized by the fiscal cliff talks, as yet. Helping to bolster consumer confidence has been a continued recovery in the housing market and growth in the labor market, albeit slow.

The latest employment take will be out Friday, and the Labor Department is expected to show jobs growth of 145,000 for December, in line with recent growth.

Consumers will see their paychecks affected if lawmakers cannot broker a deal and tax rates rise, but the effect on spending is likely to be gradual.

Negotiations ongoing
President Barack Obama met with?congressional leaders from both parties Friday?for discussions about the fiscal cliff, and the House of Representatives is set to convene Sunday and continue working through the New Year. Obama has proposed maintaining current tax rates for all but the highest earners.

Options strategists have noted an increase in positions to guard against weakness in defense stocks such as General Dynamics, as those stocks would be affected by spending cuts set for that sector. Notably, though, the PHLX Defense Index is less than 1 percent away from an all-time high reached Dec. 20.

This underscores the view taken by most investors and strategists: One way or another, Washington will come to an agreement to offset some effects of the cliff. The result will not be entirely satisfying, but it will be enough to satisfy investors.

"Expectations are pretty low at this point and yet the equity market hasn't reacted," said Carmine Grigoli, chief U.S. investment strategist at Mizuho Securities USA. "You're not going to see the markets react to anything with more than a 5 to 7 percent correction."

Markets, for the most part, have not shown the same kind of volatility as in 2008 or 2011.

A gradual decline remains possible, Golub said, if business and consumer confidence continues to take a hit on the back of fiscal cliff worries. The Conference Board's measure of consumer confidence fell sharply in December, a drop blamed in part on the fiscal issues.

"If Congress came out and said that everything is off the table, yeah, that would be a short-term shock to the market, but that's not likely," said Richard Weiss, a Mountain View, Calif.-based senior money manager at American Century Investments.

"Things will be resolved, just maybe not on a good time table. All else being equal, we see any further decline as a buying opportunity."?

Central Africa states to up troops in Central African Republic ahead of peace talks

LIBREVILLE (Reuters) - Central African Republic's neighbors have agreed to increase the number of troops stationed there to help defend against rebels threatening to overthrow the government.

The Economic Community of Central African States (ECCAS) - which already has more than 500 peacekeepers in CAR - announced its decision overnight in Gabon's capital Libreville, ahead of peace talks planned between the SELEKA rebels and the government in early January.

The insurgency poses the biggest threat yet to President Francois Bozize's nearly ten years in charge of the nation, which has remained poor since independence from France in 1960 despite rich deposits of uranium, gold and diamonds.

"We are thinking of a way to deploy this mission as quickly as possible," Gabon Foreign Minister Emmanuel Issoze Ngondet told reporters after a meeting with his regional counterparts. He did not say how many soldiers would be deployed.

The ECCAS troops, mostly from Chad, are part of the MICOPAX (Mission for the consolidation of peace in Central African Republic) peacekeeping force, but have been unable to prevent a rebel advance to within 75 km (45 miles) of the capital Bangui since early December.

The SELEKA rebels have threatened to overthrow Bozize if he does not live up to a previous peace deal offering former fighters pay and jobs, but they have agreed to stay out of Bangui to allow for peace talks.

Officials in Bangui on Friday said rebels had agreed to send delegates to Libreville in early January. A rebel spokesman was not immediately available to comment.

Some clashes between government troops and rebel fighters were reported on the outskirts of Damara, 75 km north of Bangui, on Friday, and some residents of the capital were fleeing the city, fearing a fresh rebel push.

Clashes were also heard in Bambari, some 385 km northwest of Bangui, residents told Reuters.

Bozize came to power in a rebellion in 2003 and has since won two elections. France conducted air strikes against rebels challenging him in 2006, but Paris has said it will not intervene militarily in the current conflict.

The United States said on Thursday it had closed its embassy in Bangui and evacuated its staff.

Central African Republic is one of a number of countries in the region where U.S. Special Forces are helping local forces try to track down the Lords Resistance Army, a rebel group responsible for killing thousands of civilians across four African nations.

Some 1,200 French nationals live in CAR, mostly in the capital, according to the French Foreign Ministry, where they typically work for mining firms or aid groups.

French nuclear energy group Areva mines the Bakouma uranium deposit in CAR's south - France's biggest commercial interest in its former colony.

Publisher Tribune to exit bankruptcy December 31: sources

(Reuters) - The Tribune Co, owner of the Los Angeles Times and the Chicago Tribune, will emerge from bankruptcy on December 31, sources said on Friday, ending four years of Chapter 11 protection and setting the stage for the new company to sell off its newspapers to focus on the WGN cable channel and other TV assets.

The Chicago-based company expects to emerge with all of its assets, which include eight major daily newspapers and 23 TV stations, and to name former Fox TV and Discovery Communications executive Peter Liguori as chief executive, according to two people with knowledge of the company's plans but who are not authorized to speak to the press.

In early December, Tribune owners began interviewing investment bankers to sell some or all of its newspapers. Among those interested are San Diego Union-Tribune owner Doug Manchester and Orange County Register owner Aaron Kushner, according to people familiar with the situation.

On December 14, Warren Buffett hinted he would be interested in buying at least one Tribune newspaper, the Morning Call in Allentown, Pennsylvania.

Gary Weitman, a Tribune spokesman, had no comment.

Oaktree Capital Management, JPMorgan Chase & Co and Angelo, Gordon & Co, the controlling Tribune owners, made the decision to sell off its print business to focus instead on Tribune's television operations, which include stations in New York, Los Angeles, and Chicago.

In November, Tribune received regulatory approval from the Federal Communications Commission to transfer its broadcast licenses to the owners who will take over the company when it emerges from bankruptcy.

Tribune's WGN America is a national news feed of its Chicago station, which it repackages as a super-station and distributes via cable and satellite to more than 76 million homes, according to Nielsen Co data.

Liguori is expected to build Tribune's TV operations, including through acquisitions. Former Disney strategic planning chief Peter Murphy will be added as a board member and will advise Liguori.

Tribune's TV operations are estimated to account for $2.85 billion of the company's $7 billion valuation, while its publishing assets are estimated to represent $623 million, according to a report by its financial adviser, Lazard. The rest of its value is in other assets, including its stake in the Food Network and its cash balance.

Despite its low valuation relative to the rest of the company's assets, Tribune's newspaper unit is profitable.

Tribune's move to shed its newspaper assets was expected by industry observers, who have noted the twin challenges of declining readership and a plunge in advertising revenue wracking the newspaper industry.

The industry lost almost half of its advertising revenue in a five-year period and is now down to $24 billion, according to the Newspaper Association of America trade organization.

The declining fundamentals of newspapers, coupled with the large amount of debt Tribune carried, forced it into a long and complicated four-year bankruptcy case.

Real estate investor Sam Zell took control of Tribune in 2007 through a leveraged buyout that saddled it with $13 billion in debt just as the newspaper industry hit its downturn.

So you find certain words annoying? Whatever

NEW YORK (Reuters) - "You know," "whatever" is a really annoying term -- "like" "you know." We're "just sayin'."

When it comes to the most annoying words or phrases used in conversation, those four top the list in 2012, according to the annual Marist Poll.

"Whatever" headed the list, cited by 32 percent of adults, and next came "like," which 21 percent didn't like.

Runners-up included "Twitterverse" and "gotcha'."

The results mirrored last year's survey when "whatever" topped the annoying words list for a third straight year. But "seriously," named by 7 percent last year, dropped off the list entirely - really.

Marist questioned 1,246 adults in a U.S. nationwide, telephone survey.

Results showed differences by age and regions, with people younger than 45 or in the Northeast especially annoyed by "like," while "you know" offended more of the 45-and-over set.

Men and women gave similar responses overall, but whites were twice as likely as non-whites to find "you know" irritating. And people under 45 were more than twice as likely as those over 45 to be put off by "just sayin.'"

Mercedes-Benz CLA-Class appears in diecast form

Only a couple of days after we showed you what were purportedly leaked official images of the upcoming Mercedes-Benz CLA-Class sedan, this came in: according to?China Car Times, toy makers in the Middle Kingdom have apparently managed to make diecast models of the new CLA, which were put up for auction on online shopping giant Taobao?around the region of 300 RMB (RM150) apiece.

The car news website says the 1:18 scale models have since been withdrawn from?Taobao, but the images are circulating around Weibo?(the Chinese version of Twitter). It adds that the models are made by French toy car maker Norev.

Exterior-wise, the model appears to be less kitted out than the one in the alleged press shots. Front and rear bumpers and wheels are clearly more sedately styled, and the interior (which is pretty detailed for a toy!) seems to echo that in the earlier shots ? that is, carried over from the A-Class. We see only two headrests at the back ? a four-seater, just like the CLS-Class?

It could be that this one is the base model in miniature, and the one you see in the earlier shots is the CLA 45 AMG.?Whatever it is, at next month?s Detroit show, all will be revealed.

Since its founding in 1980, Berlin/Germany, Fountainhead? has presented a variety of international, intercultural and interdisciplinary productions in the areas of dance, theatre, film festivals, television programming, film distribution, publications, seminars, exhibitions, workshops and musical presentations.
One of the productions is the annually presented Black International Cinema Berlin, which was founded by Fountainhead? in 1986 in Berlin/Germany and since then, has been produced and directed by Fountainhead? Tanz Theatre on a regular basis in Berlin/Germany, other European and US-American cities.
The festival screens cinema from the African Diaspora and other films from varied intercultural backgrounds or perspectives.

Black International Cinema Berlin originated from the Black Cultural Festival, which was produced and directed by Fountainhead? Tanz Theatre in 1986 for the first time in Europe, a 3-week event in Berlin, which presented the contributions of Black people to world culture through film, theater, dance, music, workshops and seminars, and was an homage to the legendary tap dancer, Carnell Lyons.

Dot Earth Blog: Exploring the Roots of an Emerging Planet-Spanning Mind

I?m grateful to Krista Tippett, the host of the captivating public radio program ?On Being,? for including me in an exploration of the present-day resonance of ?noosphere,? the concept of an?emerging global intelligence?shaped in the early 20th century by Pierre Teilhard de Chardin, a French Jesuit priest, philosopher and paleontologist (with others). You can read two of Teilhard?s most influential books touching on this concept ? ?The Phenomenon of Man? and ?The Future of Man? ? online.

On Dot Earth and in lectures of late, I?ve offered a contemporary spelling and framing: Knowosphere.?Tippett first speaks with?Ursula King, a Teilhard scholar and professor emerita of theology and religious studies at the University of Bristol. Then comes?David Sloan Wilson, the?SUNY Distinguished Professor of Biology and Anthropology at Binghamton University in New York and author of a suite of lauded books on evolution and society.

Teilhard sometimes gets disparaged for melding science and spirituality but I encourage you to read ?The Phenomenon of Humanity,? a short piece by Wilson describing Teilhard?s prescience and importance.

Below you can read an excerpt from Wilson?s essay, followed by a snippet from the transcript of my conversation with Tippett on how my awareness of Teilhard?s ideas emerged in 1992 and again in 2002, as I dug into the ideas of his intellectual contemporary and indirect partner, the Russian earth scientist and chemist Vladimir Vernadsky, who in the 1920s (just as an example) wrote:

Mankind?s power is connected not with its matter but with its brain, its thoughts and its works, guided by its mind. In the geological history of the biosphere, a great future is opened to Man if he realizes it and does not direct his mind and work to self-destruction.

Here?s Wilson on Teilhard?s prescience, and one mistake:

Teilhard wrote that humans are both a biological species and a new evolutionary process. As a biological species, we are little different from our primate cousins, and there was no divine spark in our origin (this did not play well with the Catholic Church!). As a new evolutionary process, however, our origin was almost as momentous as the origin of life. Teilhard called the human-created world the noosphere, which slowly spread like a skin over the planet, like the biological skin (the biosphere) that preceded it. He imagined ?grains of thought? coalescing at ever-larger scales until they became a single global consciousness that he called the Omega Point?.

Only during the last decade have evolutionists begun to realize that we are an ultra-social primate species and that this accounts for virtually all of the differences that set us apart from our primate cousins. Mechanisms evolved in our ancestors that suppressed the ability of individuals to succeed at the expense of members of their own group, causing succeeding as a group to become the primary evolutionary force. We are designed to be team players in ways that penetrate so deeply into our subconscious that we are only beginning to understand the proximate mechanisms, even though we play them out every moment of our lives?.

Becoming an ultra-social species at the planetary scale?another kind of Omega Point?will be much more difficult, although theoretically possible. The first step is for everyone to realize that it will not happen spontaneously. Insofar as Teilhard portrayed the Omega Point as inevitable, that is the biggest thing that he got wrong. Dozens of contemporary theorists speculate about the global brain emerging spontaneously from the Internet, as if complexity and inter-connectivity are the only necessary ingredients. That?s wrong, and the sooner we reach a consensus on this point the better. Multi-level selection states very clearly that adaptation at level X requires a process of selection at that level and tends to be undermined by selection at lower levels. We can?t expect natural selection to operate at the scales required to solve our largest and most recalcitrant problems, so the only alternative is policy selection. Call it social engineering or stewardship, it is up to us to turn the earth into the super-organism that Teilhard had in mind. We will not succeed without a sophisticated knowledge of our species as a product of genetic evolution and a process of evolution in our own right.

I couldn?t agree more that this will only happen through conscious choices and efforts.

Tippett:? [I]t?s not inevitable that this technology drives towards this kind of coherence?. [Y]ou talk about language like engagement and intentionality. And you?re talking about our relationship with our technology and all these things that are becoming possible?

Revkin:?Sure. I teach a course at Pace University that I launched last year ?this is the second year ? in blogging. And it?s really not a course just in blogging; it?s a course in how to get the most out of the Internet, how to get the most out of all this connectivity. This is all about intentionality. In fact, it?s not a course ? the course is called Blogging a Better Planet, but I don?t define better planet.

I ask them to take their own passions and find some little ? in other words, there might be a student who?s interested in fashion or another in music, which is the case this year. Another one in travel. And I say find the component of the thing that excites you that also fits in this frame of smoothing our journey.

So if you don?t have intentionality, you could go out there and just sell widgets. The Internet is really good at selling widgets. And as I say, you know, the Internet helped the 9/11 organizers learn where to find their flight schools and stuff. So it can work in terrible ways as well. But I see the upside swamping the downside, especially if young people early on are trained ? not trained, but learn on their own ? how this can work for betterment.

India, Pakistan Cricket: Bitter Rivals Face Off In Bangalore In First Bilateral Series Since 2007

BANGALORE, India -- Four years after Pakistani gunmen laid siege to India's financial capital of Mumbai, South Asia's bitter rivals were meeting again on the cricket ground, marking a gradual thaw in their decades-old rivalry.

The first bilateral series between India and Pakistan since November 2007, comprising two Twenty20 matches and three one-day internationals, began Christmas Day with a Twenty20 match in the southern Indian city of Bangalore.

Pakistan won the match with five wickets to spare after India's batting collapsed at 133 for nine.

Thousands of cricket fans began lining up outside Bangalore's massive Chinnaswamy Stadium nearly five hours before the match was to begin.

"This match is like no other. There's a special thrill to a match where India faces Pakistan," said Ravinder Singh, his loyalties evident from the Indian flag colors painted on his cheeks.

"I'm telling my friends it will be worth the wait," said Singh, a college student, as he stood in a slow-moving line outside the stadium. Some of his friends were in the sky blue shirts of the Indian team.

Security was tight with thousands of paramilitary soldiers and police outside the stadium. Groups of police carried out body searches before allowing fans into the stadium after they had gone through metal detectors.

Unflustered by the tight security, cricket fans carried flags and pro-India banners while a few sported colorful wigs and face-paint.

Analysts see the cricket series as a sign the two sides are ready to move past the bitterness that followed the 2008 Mumbai terror attacks, when 10 Pakistan-based gunmen killed 166 people in a three-day rampage across the city.

India blamed the Lashkar-e-Taiba militant group for the attacks and demanded that Islamabad crack down on terrorism.

Despite a long history of mutual distrust and animosity, the love of cricket ? bequeathed to India and Pakistan by South Asia's British colonial rulers ? is one of the few things the countries agree upon.

Relations have improved since the Mumbai attacks and diplomatic ties have been renewed, but New Delhi remains unsatisfied with the slow pace of Islamabad's efforts to bring the perpetrators of the attacks to justice.

New Delhi froze nearly all contact with Islamabad ? including sporting ties ? after the Mumbai attacks, a hiatus that has been bridged in recent years by India and Pakistan playing matches in third countries or in international meets such as the World Cup.

In the years since the Mumbai attacks, some efforts have been made to bring bilateral relations out of the deep freeze. Direct trade has been increasing steadily as both countries make efforts to increase trade across their land border.

At the Wagah-Attari land border in Punjab, India has opened a huge customs depot and warehouses that can handle more than 600 trucks a day from Pakistan. Two-way trade direct between India and Pakistan totals around $2 billion, but a large chunk of the trade is channeled through Dubai, Hong Kong or Singapore.

Earlier this month, India and Pakistan signed an agreement that makes it easier for business travelers to get visas. People aged over 65 also will be entitled to get visas on arrival. Members of families divided during Britain's partition of the subcontinent, along with tourists and religious pilgrims, are also supposed to get quick visas.

"When Indians enter Pakistan and when Pakistanis enter India, they should feel like they are coming home," Rehman Malik, Pakistan's interior minister, said in New Delhi two weeks ago when the visa agreement was signed. India has issued more than 3,000 visas to Pakistanis for the cricket matches.

But analysts caution that policy makers in India should not get carried away by the friendly neighbor rhetoric.

"All forms of people-to-people contact, including sports, are important and should be pursued, but never at the cost of our main focus, which is terrorism emanating from Pakistan," said Vivek Katju, a retired diplomat who has served in Pakistan and was India's ambassador in Afghanistan.

Across the border, Pakistani analysts feel that while the resumption of sporting contact is welcome, the two can make real progress only when they succeed in resolving their long-standing disputes.

Rasool Bakhsh Rais, a professor of political science at the Lahore University of Management Sciences in Pakistan, said sports could be a "major avenue through which hostilities between the two nations could be set aside."

The expectations riding on cricket players are huge before any match, but especially when they play against their great rivals. So great are the pressures, a sports psychologist is accompanying the Pakistani team during its stint in India, Pakistani cricket officials said.

Few things in this world will reaffirm your holiday spirit faster than watching a dozen or so uniformed service people cover a room in Christmas wrapping. Also on that short list, it so happens, is spotting one of the aforementioned troops hand-feed an overzealous and noticeably plump squirrel who's anxiously scratching on the door to get in. It's a strangely Snow White-esque moment that unfolds minutes after we set up our gear in the conference room of the Leadership Development Center -- a drab, unassuming office space in the middle of Colorado Springs' Peterson Air Force Base that serves as a training facility for 11 months out of the year. But now, in early December, there's a transformation occurring, as men and women in various shades of camouflage paper the space with Christmas spirit in record time.

For one month a year, the North American Aerospace Defense Command (NORAD) converts this area into holiday central for NORAD's Santa Tracker, a half-century-old program that has become a thing of legend -- a curious juxtaposition of warfare preparedness and storybook magic. It's one that, somehow fittingly, is rooted in a mistake -- a phone number misprinted in a 1955 Sears catalog, prompting local children to call Santa's "private number." Those calls from excited boys and girls were routed, the legend goes, to the big red phone in the war room of NORAD's predecessor, the Continental Air Defense Command (CONAD), where quick-thinking Col. Harry Shoup asked his troops to play along. Now, 57 years later, it's a massive undertaking, as volunteers in military garb and Santa hats answer calls from children in hundreds of countries.

Retailers hope for last-minute Christmas surge

CHICAGO/WHITE PLAINS, New York - Retailers limped into Christmas with last-minute blowout deals on everything from TVs to celebrity-branded clothing, after a disappointing few weeks of sales led many analysts to lower their expectations for the holiday season.?

Some industry watchers said shoppers were making smaller purchases, even though they are still visiting stores and browsing online. Since the holiday quarter can account for about 30 percent of annual sales and half of profit for many chains, such small distinctions can be crucial.?

"The attitude of the shopper went from Christmas euphoria on Thanksgiving weekend to more subdued, to less frenetic," said Thom Blischok, chief retail strategist and a senior executive adviser with consulting firm Booz & Company's retail practice.?

Before the season began, Blischok was looking for sales to rise more than 5 percent in November and December over the same period in 2011. Now, he said a gain of 2 percent to 2.5 percent appears more likely.?

Research firm ShopperTrak lowered its forecast last week for November and December sales. It is now calling for an increase of 2.5 percent, rather than 3.3 percent.?

"The season will be an OK season, it won't be as strong as last year but it won't be maybe as bad as feared heading into it," said Joseph Feldman, managing director and senior research analyst at Telsey Advisory Group. "Christmas comes every year."?

Some of those who are buying said they were holding back.?

Terene Collymore, a student of criminology at Monroe College in New Rochelle, New York, was at a Walmart on Monday, buying last-minute gifts, such as knitting supplies for her mother.?

Collymore said she was being more careful this year and not spending more on herself.?

"I don't throw money away," she said.?

Cheap TVs abound
Sales for the November-December holiday season are expected to rise 4.1 percent to $586.1 billion this year after a 5.6 percent increase in 2011, according to the National Retail Federation.?

But even with the diminished forecasts, retailers have done a good job controlling inventory levels this season, analysts said.?

The iPad mini has been tough to find in some places but is still available, while the new iPhone 5 is still in stock, suggesting that people may have stuck with their prior models or bought the less expensive iPhone 4S instead, said Feldman.?

The season has been "decent" but "not exceptional," said Noam Paransky, vice president in AlixPartners retail practice.?

He said he has not seen unplanned discounting or too much excess inventory despite slightly slower-than-expected growth.?

"Retailers have been disciplined. They haven't hit the panic button yet," Paransky said.?

Still, Target Corp slashed the price of its collaborative holiday collection with Neiman Marcus by 50 percent a few days ago. The collection was still marked at full price at Neiman Marcus.?

Meanwhile Sears was offering 60 percent off clothing from the reality TV family's "Kardashian Kollection," and Target, Walmart and Best Buy all had last-minute discounts hundreds of dollars deep on big-screen TVs.?

After-Christmas sales
Superstorm Sandy hit sales in the densely populated Northeast in late October and early November but retailers were able to bounce back weeks later with a strong turnout on Thanksgiving weekend.?

Now, fresh concerns about whether Washington will reach an agreement to avert the "fiscal cliff" of tax hikes and spending cuts before January 1 is leading some shoppers to curb spending.?

Overall, analysts said inventory levels appeared about right, though consumers' minds have changed since retailers placed orders for items such as apparel back in the spring.?

"I don't think it's an issue of ordering too much, I think it's the fact that the consumer has recognized 'I can learn to live with less, I don't have to have that fourteenth sweater, I just don't have to have it,'" said Blischok.?

Those retailers who are seeing weakness before the holiday could use after-Christmas sales to sell discounted goods, analysts said. Typically, retailers like to clear out their holiday merchandise quickly, so that shoppers coming in with the gift cards they received are more likely to buy full-price spring merchandise at fatter profit margins.?

Colts, Bengals make playoffs with wins

One year after putting together the NFL's worst record, the Indianapolis Colts are headed to the playoffs.

Joining them on Sunday were the Cincinnati Bengals, finishing out the field in the AFC.

The Colts (10-5) equaled the 2008 Miami Dolphins as the only teams to win at least 10 games after losing 14 or more the previous season. Top overall draft pick Andrew Luck completed a 7-yard touchdown pass to Reggie Wayne late in the fourth quarter for a 20-13 victory at Kansas City.

Cincinnati qualified for a second straight postseason berth for only the second time in franchise history, edging archrival Pittsburgh 13-10. The Bengals have never gone to the playoffs in successive years that did not involve a strike-shortened season.

Luck finished with 205 yards passing to break Cam Newton's year-old rookie record of 4,051 yards in a season. He also extended his rookie record for fourth-quarter comebacks to seven by leading his team downfield in the closing minutes.

"Mission accomplished. That's all I can say," Colts interim coach Bruce Arians said. "Without getting emotional again, knowing that (coach Chuck Pagano) is going to be back Monday, the work week shouldn't be as stressful."

Pagano has been sidelined since a loss to Jacksonville in Week 3.

For the Bengals (9-6), Andy Dalton hit A.J. Green with a 21-yard pass in the final moments, setting up Josh Brown's 43-yard field goal with 4 seconds remaining. The loss eliminated the Steelers from contention.

"A lot of people talked about we hadn't been in in back-to-back seasons in 30 years," Green said. "I don't worry about that stuff. I've been here two years and we made the playoffs all two years. That's all we can control."

Minnesota's 23-6 win at Houston prevented the Texans from earning home-field advantage throughout the AFC playoffs. AFC South champion Houston (12-3) still can get that by winning at Indianapolis in the season finale.

New England has won the AFC East, Denver the West. Baltimore clinched the North by beating the New York Giants 33-14, sending the defending Super Bowl champions to the brink of elimination.

Washington's 27-20 win at Philadelphia, combined with New Orleans beating Dallas 34-31 in overtime means the Redskins (9-6) will win the NFC East by beating the Cowboys next week.

But Dallas (8-7) takes the division by winning that game at Washington, which the league has flexed to prime time.

"They know what it means," coach Mike Shanahan said. "They've been working toward this opportunity to win the division. Any time you win the division, everybody knows you have a home game in the playoffs. We talked about that from Day 1. They knew what we had to do to get there. We haven't accomplished anything yet."

Green Bay clinched at least the third seed in the NFC when it routed Tennessee 55-7. The NFC North champs (11-4) still could wind up second overall in the conference and get a bye and moved into the No. 2 slot when Seattle romped over San Francisco 42-13.

"We have momentum going for us, particularly what we've done over the last nine weeks, 10 weeks," coach Mike McCarthy said of Green Bay's nine wins in the last 10 games. "So we wanted to take the next step as a football team and I felt we were able to accomplish that today."

The 49ers (10-4-1) will win the NFC West by beating Arizona next weekend. Seattle (10-5) earned at least a wild-card spot and finishes at home against St. Louis.

On Saturday night, NFC South winner Atlanta won 31-18 at Detroit to clinch home-field advantage throughout the conference playoffs.

Minnesota (9-6), Chicago (9-6), the New York Giants (8-7) and Washington could wind up with the final NFC wild card. Dallas can't get a wild card.
